The Great Game

A term used for the strategic rivalry and conflict between the British Empire and the Russian Empire for supremacy in Central Asia. The classic Great Game period is generally regarded as running approximately from the Russo-Persian Treaty of 1813 to the Anglo-Russian Convention of 1907. A second, less intensive phase followed the Bolshevik Revolution of 1917. The term "The Great Game" is usually attributed to Arthur Conolly (1807–1842), an intelligence officer of the British East India Company's Sixth Bengal Light Cavalry.[1] It was introduced into mainstream consciousness by British novelist Rudyard Kipling in his novel Kim (1901).

The conviction of the Pakistani neuroscientist Aafia Siddiqui in New York last week of trying to kill American military officers and FBI agents illustrates that the greatest danger to our security comes not from al-Qaida but the thousands of shadowy mercenaries, kidnappers, killers and torturers our government employs around the globe.

The bizarre story surrounding Siddiqui, 37, who received an undergraduate degree from MIT and a doctorate in neuroscience from Brandeis University, often defies belief. Siddiqui, who could spend 50 years in prison on seven charges when she is sentenced in May, was by her own account abducted in 2003 from her hometown of Karachi, Pakistan, with her three children—two of whom remain missing—and spirited to a secret U.S. prison where she was allegedly tortured and mistreated for five years. The American government has no comment, either about the alleged clandestine detention or the missing children.

Siddiqui was discovered in 2008 disoriented and apparently aggressive and hostile, in Ghazni, Afghanistan, with her oldest son. She allegedly was carrying plans to make explosives, lists of New York landmarks and notes referring to “mass-casualty attacks.” But despite these claims the government prosecutors chose not to charge her with terrorism or links to al-Qaida—the reason for her original appearance on the FBI’s most-wanted list six years ago. Her supporters suggest that the papers she allegedly had in her possession when she was found in Afghanistan, rather than detail coherent plans for terrorist attacks, expose her severe mental deterioration, perhaps the result of years of imprisonment and abuse. This argument was bolstered by some of the pages of the documents shown briefly to the court, including a crude sketch of a gun that was described as a “match gun” that operates by lighting a match.

“Justice was not served,” Tina Foster, executive director of the International Justice Network and the spokesperson for Aafia Siddiqui’s family, told me. “The U.S. government made a decision to label this woman a terrorist, but instead of putting her on trial for the alleged terrorist activity she was put on trial for something else. They tried to convict her of that something else, not with evidence, but because she was a terrorist. She was selectively prosecuted for something that would allow them to only tell their side of the story.”

The government built its entire case instead around disputed events in the 300-square-foot room of the Ghazni police station. It insisted that on July 18, 2008, the diminutive Siddiqui, who had been arrested by local Afghan police the day before, seized an M4 assault rifle that was left unattended and fired at American military and FBI agents. None of the Americans were injured. Siddiqui, however, was gravely wounded, shot twice in the stomach.

No one, other than Siddiqui, has attempted to explain where she was for five years after she vanished in 2003. No one seems to be able to explain why a disoriented Pakistani woman and her son, an American citizen, neither of whom spoke Dari, were discovered by local residents wandering in a public square in Ghazni, where an eyewitness told Harpers Magazine the distraught Siddiqui “was attacking everyone who got close to her.” Had Siddiqui, after years of imprisonment and torture, perhaps been at the U.S. detention center in Bagram and then dumped with one of her three children in Ghazi? And where are the other two children, one of whom also is an American citizen? In an article written by Petra Bartosiewicz in the November 2009 Harper’s Magazine, authorities in Afghanistan described a series of events at odds with the official version.

The events of the following day are also subject to dispute. According to the complaint, a U.S. Army captain and a warrant officer, two FBI agents, and two military interpreters came to question Siddiqui at Ghazni’s police headquarters. The team was shown to a meeting room that was partitioned by a yellow curtain. “None of the United States personnel were aware,” the complaint states, “that Siddiqui was being held, unsecured, behind the curtain.” No explanation is offered as to why no one thought to look behind it. The group sat down to talk and, in another odd lapse of vigilance, “the Warrant Officer placed his United States Army M-4 rifle on the floor to his right next to the curtain, near his right foot.” Siddiqui, like a villain in a stage play, reached from behind the curtain and pulled the three-foot rifle to her side. She unlatched the safety. She pulled the curtain “slightly back” and pointed the gun directly at the head of the captain. One of the interpreters saw her. He lunged for the gun. Siddiqui shouted, “Get the fuck out of here!” and fired twice. She hit no one. As the interpreter wrestled her to the ground, the warrant officer drew his sidearm and fired “approximately two rounds” into Siddiqui’s abdomen. She collapsed, still struggling, then fell unconscious.

The authorities in Afghanistan describe a different series of events. The governor of Ghazni Province, Usman Usmani, told my local reporter that the U.S. team had “demanded to take over custody” of Siddiqui. The governor refused. He could not release Siddiqui, he explained, until officials from the counterterrorism department in Kabul arrived to investigate. He proposed a compromise: the U.S. team could interview Siddiqui, but she would remain at the station. In a Reuters interview, however, a “senior Ghazni police officer” suggested that the compromise did not hold. The U.S. team arrived at the police station, he said, and demanded custody of Siddiqui, the Afghan officers refused, and the U.S. team proceeded to disarm them. Then, for reasons unexplained, Siddiqui herself somehow entered the scene. The U.S. team, “thinking that she had explosives and would attack them as a suicide bomber, shot her and took her.”

Siddiqui’s own version of the shooting is less complicated. As she explained it to a delegation of Pakistani senators who came to Texas to visit her in prison a few months after her arrest, she never touched anyone’s gun, nor did she shout at anyone or make any threats. She simply stood up to see who was on the other side of the curtain and startled the soldiers. One of them shouted, “She is loose,” and then someone shot her. When she regained consciousness she heard someone else say, “We could lose our jobs.”



Siddiqui’s defense team pointed out that there was an absence of bullets, casings or residue from the M4, all of which suggested it had not been fired. They played a video to show that two holes in a wall supposedly caused by the M4 had been there before July 18. They also highlighted inconsistencies in the testimony from the nine government witnesses, who at times gave conflicting accounts of how many people were in the room, where they were sitting or standing and how many shots were fired.

Siddiqui, who took the stand during the trial against the advice of her defense team, called the report that she had fired the unattended M4 assault rifle at the Americans “the biggest lie.” She said she had been trying to flee the police station because she feared being tortured. Siddiqui, whose mental stability often appeared to be in question during the trial, was ejected several times from the Manhattan courtroom for erratic behavior and outbursts.

“It is difficult to get a fair trial in this country if the government wants to accuse you of terrorism,” said Foster. “It is difficult to get a fair trial on any types of charges. The government is allowed to tell the jury you are a terrorist before you have to put on any evidence. The fear factor that has emerged since 9/11 has permeated into the U.S. court system in a profoundly disturbing way. It embraces the idea that we can compromise core principles, for example the presumption of innocence, based on perceived threats that may or may not come to light. We, as a society, have chosen to cave on fear.”

I spent more than a year covering al-Qaida for The New York Times in Europe and the Middle East. The threat posed by Islamic extremists, while real, is also wildly overblown, used to foster a climate of fear and political passivity, as well as pump billions of dollars into the hands of the military, private contractors, intelligence agencies and repressive client governments including that of Pakistan. The leader of one FBI counterterrorism squad told The New York Times that of the 5,500 terrorism-related leads its 21 agents had pursued over the past five years, just 5 percent were credible and not one had foiled an actual terrorist plot. These statistics strike me as emblematic of the entire war on terror.


Terrorism, however, is a very good business. The number of extremists who are planning to carry out terrorist attacks is minuscule, but there are vast departments and legions of ambitious intelligence and military officers who desperately need to strike a tangible blow against terrorism, real or imagined, to promote their careers as well as justify obscene expenditures and a flagrant abuse of power. All this will not make us safer. It will not protect us from terrorist strikes. The more we dispatch brutal forms of power to the Islamic world the more enraged Muslims and terrorists we propel into the ranks of those who oppose us. The same perverted logic saw the Argentine military, when I lived in Buenos Aires, “disappear” 30,000 of the nation’s citizens, the vast majority of whom were innocent. Such logic also fed the drive to root out terrorists in El Salvador, where, when I arrived in 1983, the death squads were killing between 800 and 1,000 people a month. Once you build secret archipelagos of prisons, once you commit huge sums of money and invest your political capital in a ruthless war against subversion, once you empower a network of clandestine killers, operatives and torturers, you fuel the very insecurity and violence you seek to contain.

I do not know whether Siddiqui is innocent or guilty. But I do know that permitting jailers, spies, kidnappers and assassins to operate outside of the rule of law contaminates us with our own bile. Siddiqui is one victim. There are thousands more we do not see. These abuses, justified by the war on terror, have created a system of internal and external state terrorism that is far more dangerous to our security and democracy than the threat posed by Islamic radicals.

The C.I.A. and later, the Reagan administration used the war in Afghanistan as a tool for the eventual collapse of the Soviet Empire. The effects of the Western powers meddling (primarily the U.S. and Britain) have continued to send aftershocks throughout the modern world. The network that the Reagan administration would ensure the creation of, remains largely intact to this day. Al-Qaeda, and its leader Osama Bin Laden are among a million individuals and organizations that owe much of their success to the love and support of the U.S. Government, especially the Reagan administration and the C.I.A during the entire decade of the 1980s on into the 1990s, and still to this very day. 1985-1986: CIA Becomes Unhappy with Afghan Fighters, Begins Supporting Islamist Volunteers from Other Countries


The Central Intelligence Agency, which has been supporting indigenous Afghan groups fighting occupying Soviet forces, becomes unhappy with them due to infighting, and searches for alternative anti-Soviet allies. MSNBC will later comment: “[T]he CIA, concerned about the factionalism of Afghanistan made famous by Rudyard Kipling, found that Arab zealots who flocked to aid the Afghans were easier to ‘read’ than the rivalry-ridden natives. While the Arab volunteers might well prove troublesome later, the agency reasoned, they at least were one-dimensionally anti-Soviet for now. So [Osama] bin Laden, along with a small group of Islamic militants from Egypt, Pakistan, Lebanon, Syria and Palestinian refugee camps all over the Middle East, became the ‘reliable’ partners of the CIA in its war against Moscow.” The CIA does not usually deal with the Afghan Arabs directly, but through an intermediary, Pakistan’s ISI, which helps the Arabs through the Maktab al-Khidamat (MAK) run by Abdullah Azzam. [MSNBC, 8/24/1998] The agreement is sealed during a secret visit to Pakistan, where CIA Director William Casey commits the agency to support the ISI program of recruiting radical Muslims for the Afghan war from other Muslim countries around the world. In addition to the Gulf States, these include Turkey, the Philippines, and China. The ISI started their recruitment of radicals from other countries in 1982 (see 1982). This CIA cooperation is part of a joint CIA-ISI plan begun the year before to expand the “Jihad” beyond Afghanistan (see 1984-March 1985). [RASHID, 2001, PP. 128-129] Thousands of militant Arabs are trained under this program (see 1986-1992).

Much of the conflict in Iran is based out of neighboring Pakistan, more specifically Balochistan Autonomous Region of Pakistan. Who Are the Baloch?


To the neighboring Pushtun tribes, who live in fertile riverine valleys, Baluchistan is "the dump where Allah shot the rubbish of creation. But for the Baluch, their sense of identity is closely linked to the austere land where they have lived for at least a thousand years. According to the Daptar Sha'ar {Chronicle of Genealogies), an ancient ballad popular among all seventeen major Baluch tribes, the Baluch and the Kurds were kindred branches of a tribe that migrated eastwards from Aleppo, in what now is Syria, shortly before the time of Christ in search of fresh pasturelands and water sources.



One school nationalist historians attempts to link this tribe ethnically with the Semitic Chaldean rulers of Babylon, another with the early Arabs, still others with Aryan tribes originally from Asia Minor. In any case, there is agreement among these historians that the Kurds headed toward Iraq, Turkey, and northwest Persia, while the Baluch moved In to the coastal areas along the southern shores of the Caspian sea, later migrating into what are now Iranian Baluchistan and Pakistani Baluchistan between the sixth and fourteenth centuries.


Western historians dismiss the Daptar Sha'ar as nothing more than myth and legend, totally unsubstantiated by verifiable evidence, and it remains for future scholars to probe into the murky origins of the Baluch. These legends are cited here not because they have serious historiographic value but because they are widely believed and are thus politically important today. For the most part, Aleppo is a unifying symbol of a common identity in the historical memories shared by all Baluch. In recent years, however, Arab attempts to attribute Arab ethnic origins to the Baluch have become a divisive factor in the nationalist movement.


Whatever the authenticity of the Aleppo legends, scholars in Baluchistan and in the West generally agree that the Baluch were living along the southern shores of the Caspian at the time of Christ. This consensus is based largely on linguistic evidence showing that the Baluchi language is descended from a lost language linked with the Parthian or Median civilizations, which flourished in the Caspian and adjacent areas in the pre-Christian era. As one of the oldest living languages, Baluchi is a subject of endless fascination and controversy for linguists. It is classified as a member of the Iranian group of the Indo-European language family, which includes Farsi (Persian), Pushtu, Baluchi, and Kurdish. Baluchi is closely related to only one of the members of the Iranian group; Kurdish. In its modern form, it has incorporated borrowings from Persian, Sindhi, Arabic, and other languages, nonetheless retaining striking peculiarities that can be traced back to its pre-Christian origins. Until150 years ago, the Baluch, like most nomadic societies, did not have a recorded literature. Initially, Baluch savants used the Persian and Urdu scripts to render Baluchi in written form. In recent decades, Baluch nationalist intellectuals have evolved a Baluchi script known as Nastaliq, a variant of the Arabic script.


Ethnically, the Baluch are no longer homogeneous, since the original nucleus that migrated from the Caspian has absorbed a variety of disparate groups along the way. Among these "new" Baluch were displaced tribes from Central Asia, driven southward by the Turkish and Mongol invasions from the tenth through the thirteenth centuries, and fugitive Arab factions defeated in intra-Arab warfare. Nevertheless, in cultural terms, the Baluch have been remarkably successful in preserving a distinctive identity in the face of continual pressures from strong cultures in neighboring areas. Despite the isolation of the scattered pastoral communities in Baluchistan, the Baluchi language and a relatively uniform Baluch folklore tradition and value system have provided a common denominator for the diverse Baluch tribal groupings scattered over the vast area from the Indus River in the east to the Iranian province of Kerman in the west.

To a great extent, it is the vitality of this ancient cultural heritage that explains the tenacity of the present demand for the political recognition of Baluch identity. But the strength of Baluch nationalism is also rooted in proud historical memories of determined resistance against the would-be conquerors who perennially attempted, without success, to annex all or part of Baluchistan to their adjacent empires.


Reliving their past endlessly in books, magazines, and folk ballads, the Baluch accentuate the positive. They revel in the gory details of ancient battles against Persians, Turks, Arabs, Tartars, Hindus, and other adversaries, focusing on how valiantly their generals fought rather than on whether the Baluch won or lost. They point to the heroes who struggled to throw off the yoke of more powerful oppressors and minimize the role of the quislings who sold out the Baluch cause.


Above all, they seek to magnify the achievements of their more successful rulers, contending that the Baluch were on the verge of consolidating political unity when the British arrived on the scene and applied their policy of divide and rule. This claim is difficult to sustain with much certainty on the basis of the available evidence. Nevertheless, the Baluch did make several significant attempts to draw together politically, and their failure to establish an enduring polity in past centuries does not prove that they would fail under the very different circumstances prevailing today. As Baluch writers argue, given the technologies of modern transportation and communication, the contemporary Baluch nationalist has new opportunities for cementing Baluch political unity that were not open to his forebears.

In 326 BC Alexander the Great conquered the northwestern part of the Indian subcontinent as far as the Hyphasis River, and established satrapies as well as several cities, such as Bucephala, until his troops refused to go further east. The Indian satrapies of the Punjab were left to the rule of Porus and Taxiles, who were confirmed again at the Treaty of Triparadisus in 321 BC, and remaining Greek troops in these satrapies were left under the command of general Eudemus. Sometime after 321 Eudemus toppled Taxiles, until he left India in 316 BC. Another general also ruled over the Greek colonies of the Indus: Peithon, son of Agenor, until his departure for Babylon in 316 BC.

In 305 BC, Seleucus I led an army to the Indus, where he encountered Chandragupta. The confrontation ended with a peace treaty, and "an intermarriage agreement" (Epigamia, Greek: Επιγαμια), meaning either a dynastic marriage or an agreement for intermarriage between Indians and Greeks. Accordingly, Seleucus ceded to Chandragupta his northwestern territories, possibly as far as Arachosia and received 500 war elephants (which played a key role in the victory of Seleucus at the Battle of Ipsus):

"The Indians occupy in part some of the countries situated along the Indus, which formerly belonged to the Persians: Alexander deprived the Ariani of them, and established there settlements of his own. But Seleucus Nicator gave them to Sandrocottus in consequence of a marriage contract, and received in return five hundred elephants."

Alexander conquered land in Afghanistan, Uzbekistan, Pakistan, not to mention Iran, Syria, and the Balkans coast. The Seleucids, successor kingdom of Alexanders would go on to rule the area between the Mediterranean Sea and the Eastern Regions of the Indian sub continent. It would then gain Independence from the Persian influenced Seleucid and be run as the Greco-Bactria Kingdom. Finally, the Mauryan empire would invade and begin to form what we know today as modern India, pre-Islamic invasion.


"Yona" is a Pali word used in ancient India to designate Greek speakers. Its equivalent in Sanskrit, Telugu and Tamil is the word "Yavana". "Yona" and Yavana are both transliterations of the Greek word for "Ionians" (Homer Iāones, older *Iāwones), who were probably the first Greeks to be known in the East. In Telugu another word "Yavanika", means drama stage, an invention brought by Hellenistic people. "Yunani", likewise, means medicine from Greeks.
